The Weather Rock
One of the cheapest and simplest weather prediction devices is the Weather Rock:
Although it's only good enough to predict current weather conditions, it's been in use for a long time and is expected to be in use for a long time to come.

To construct your own, take one medium sized rock (or stone) and suspend it in a position from which it may easily be seen. It is reported that the Weather Rock is 100% accurate.
